Michael Hogue

Michael D. Hogue, PharmD, FAPhA, FNA


Executive Vice President and Chief Executive Officer

Michael D. Hogue is the 15th Executive Vice President and Chief Executive Officer of the American Pharmacists Association (APhA).

Hogue is a native of southern Illinois where he got his start in pharmacy at Humma’s Drugs in Metropolis as a pharmacy technician. He is a graduate of Samford University with his BS in Pharmacy and PharmD degrees. He completed a one-year executive residency in association management with APhA and the National Council for State Pharmacy Association Executives (NCSPAE; now NASPA).

Hogue has more than 25 years of experience in community practice as both a pharmacy owner and a staff pharmacist, as well as an ambulatory care provider in family and preventive medicine. He is an accomplished academician, having served on the faculty at Samford University and Loma Linda University. Prior to becoming CEO of APhA in 2023, Hogue was the Dean of Pharmacy at Loma Linda University with faculty appointments in both the schools of pharmacy and medicine. In addition, he was the Director of Interprofessional Education and Practice and was responsible for launching a comprehensive pharmacotherapy clinic in collaboration with Loma Linda University Health’s Faculty Medical Group practice.

Hogue served on the original staff development team for APhA’s Pharmacy-Based Immunization Delivery national certificate program for pharmacists and pharmacy technicians, which has now trained over 500,000 pharmacy professionals in the United States. His work in collaboration with state pharmacy associations over many years has resulted in all 50 states authorizing pharmacists to administer vaccines. Hogue was the first pharmacist appointed by CDC to serve on its COVID-19 vaccine workgroup in April 2020, and he served as APhA’s liaison representative to ACIP from 2020 through 2023. He also served on the Adult RSV Vaccine Workgroup for ACIP.

He is married to pharmacist Heather Hogue, PharmD, a faculty member in physician assistant studies at California Baptist University. Michael and Heather are parents to two adult daughters who are both in the health care industry.

Rafael Saenz

Rafael Saenz, PharmD, MS, FASHP


Chief of Staff

Rafael Saenz received his Pharm.D. from the Virginia Commonwealth University School of Pharmacy, and his Master of Science in Pharmacy Administration from the University of Wisconsin, while concurrently completing the Pharmacy Administration Residency Program at the University of Wisconsin Hospital.

Between 2011 and 2019, Rafael served as the Chief Pharmacy Officer at the University of Virginia (UVA) where he oversaw the pharmacy enterprise for the health system. In this role, Rafael led an expert team that successfully deployed clinical pharmacist services throughout the system, implemented LEAN medication distribution workflows, oversaw a $250M drug expense budget, increased the department’s revenue to attribute to over 45% of all medical center net revenues, and created several new business lines for UVA including a full service specialty pharmacy. Further, Rafael led the expansion of pharmacy residency programs at UVA, tripling the availability of positions during his tenure.

Prior to UVA, Rafael served as Pharmacy Operations Manager for UPMC in Pittsburgh. In this role, he had oversight for clinical unit-based pharmacy services and retail operations, before switching his focus to the pharmacy practice sites within UPMC’s international ventures in Palermo, Italy and Dublin, Ireland. Rafael has deployed clinical services, information technology systems, created supply chains, met regulatory and accreditation requirements, implemented best practices in medication use safety, and launched new pharmacy business initiatives domestically and internationally.

Rafael has served the profession through active membership in state and national pharmacy organizations. He has served on workforce and education committees with various organizations aimed at increasing the pharmacist and technician scope of practice. In 2015, Rafael was appointed to the Virginia Board of Pharmacy and served as Chair of the Board from 2018-2019.

Mallery Hobbs

Mallery Hobbs


Vice President, Information Technology Infrastructure & Network Operations

Mallery Hobbs is responsible for the information technology infrastructure; network operations and the information security controls for the organization. In this role, she serves as an advisor on IT infrastructure initiatives and provides strategic leadership on technology matters.

She has 30 years of professional information technology experience in IT infrastructure, information systems, database management and data analysis. Prior to this role, she served as the Senior Director, Information Technology, providing oversight and guidance on the organization’s enterprise information systems and network.

Before joining APhA, she served in a data management role for the American Association of State Colleges and Universities (AASCU), which promotes and support public higher education, academic quality, access, inclusion and facilitates educational innovation. Previously, she served in various computer/data analyst roles providing statistical analysis for books and publications for the United Negro College Fund (UNCF), a philanthropic organization that funds scholarships for students for private colleges and universities and Meharry Medical College, a global academic health sciences center advancing health equity through innovative research, transformative education, and health services.

She holds a Bachelor of Science degree in Computer Science from Tennessee State University.

WilliamEllis

William M. Ellis, MS, RPh


Executive Director, Board of Pharmacy Specialties

William M. Ellis, MS, RPh was named Executive Director of BPS in 2011. From 1997-2011, Mr. Ellis served as CEO and Executive Director of the American Pharmacists Association (APhA) Foundation. He was the Executive Vice President for the Pennsylvania Society of Health-Systems Pharmacists from 1986-1997.

Ellis also served as the elected Chair of the Council on Credentialing in Pharmacy (CCP) from 2012-2015; CCP provides leadership, guidance, public information, and coordination for the profession of pharmacy’s credentialing programs. In 2014, he was appointed a commissioner to the National Commission for Certifying Agencies (NCCA) and was elected as the 2016 Chairman. The NCCA helps to ensure the health, welfare, and safety of the public through the accreditation of a variety of individual certification programs that assess professional competency. The NCCA is an administratively independent resource recognized as the authority on accreditation standards for professional certification programs.

After receiving his pharmacy degree from the Philadelphia College of Pharmacy (PCP), where he served as the chair of the College’s Board of Visitors. He completed an executive residency with the American Society of Health-System Pharmacists in 1986 and earned his Master of Science degree in health education from Saint Joseph’s University in Philadelphia in 1994.

Keith Marciniak

Keith Marciniak, RPh


Vice President, Member Relations

Keith D. Marciniak, RPh, strategically plans all aspects of the member journey including membership operations, membership development, member services, student and new practitioner development, practitioner and researcher engagement, technician programming, online communities, and career opportunities. Keith previously served as the APhA Senior Director of Student and New Practitioner Development and APhA-ASP Liaison from 2001-2020.

Throughout his tenure at APhA, he has served as one of the leaders for the APhA Institute on Substance Use Disorders, served as a member of the American Association of Colleges of Pharmacy and APhA-ASP Joint Ad Hoc Committee on Student Professionalism and the Oath of a Pharmacist Revision Committee, along with serving as a preceptor for more than 30 schools and colleges of pharmacy.

Keith received his pharmacy degree from MCPHS University in Boston.

Shannon Morrison

Shannon Morrison, CPA


Chief Financial Officer

Shannon Morrison, CPA, is responsible for all aspects of the financial affairs of APhA and the APhA Foundation, including banking, investment programs, financial management, budgeting, long-range planning and forecasting, financial analysis, and internal control systems. She also has responsibility for the fiscal and operational oversight of the Association’s office building and related office lease operations, as well as APhA’s Administrative Services and Information Technology Departments. She was previously Associate Vice President of Finance for APhA, having joined the organization in 2008 as Assistant Controller. She is a member of the American Institute of Certified Public Accountants and the Greater Washington Society of CPAs, and a graduate of Salisbury University in Salisbury, MD.

Mary Warner, CAE

Mary Warner, CAE


Vice President, Publishing

Mary Warner is responsible for leading the publication and strategic direction of the Association’s periodicals, books, news, and related communication efforts and for APhA’s relationship with its publishing partner, Elsevier. Prior to joining APhA, Mary was with the American Geophysical Union publications program, where she was responsible for managing the peer review, editorial processes, business management, and strategy for AGU’s19 peer-reviewed journals, including serving as the primary contact with vendors providing copyediting, production, and content hosting. Prior to AGU, she served as Director of Special Publications at the American Chemical Society, where she responsible for editorial and business management of a group of scientific journals, magazines, and directories. A chemist by training, she worked as an environmental analytical chemist at the Research Triangle Institute before moving into the publishing world.

Warner is a Certified Association Executive and an active volunteer with the Council of Science Editors. She earned a BS in chemistry and biology from Eckerd College and an MS in analytical chemistry from the University of North Carolina, Chapel Hill.

Daniel Zlott

Daniel Zlott, PharmD, BCOP


Senior Vice President, Education and Business Development

Prior to joining APhA, Dr. Zlott worked for 10 years as a Clinical Pharmacy Specialist with the National Cancer Institute’s Immunotherapy, Surgery, Endocrine Oncology, and Thoracic/GI Malignancy Branches at the National Institutes of Health (NIH). He was part of the team that developed and administered the first Chimeric Antigen Receptor T-cell therapy given to treat B-cell cancers. Dr. Zlott was also the Director of the NIH PGY2 Oncology Pharmacy Residency Program and a clinical investigator on more than 40 NCI-sponsored clinical trials, examining new and innovative ways to treat cancer. While at NIH, he served for 5 years on the National Cancer Institute’s Institutional Review Board. Dan has served two terms on the Board of Trustees of the American Pharmacists Association and has also chaired numerous committees with the Hematology/Oncology Pharmacy Association. He is a graduate of the University of California San Francisco and completed his PGY1 Pharmacy Practice Residency there before moving to the NIH, where he completed his PGY2 Oncology Pharmacy Residency.

Vice President, Professional Affairs

Brigid K Groves, PharmD, MS is Vice President, Pharmacy Practice at the American Pharmacists Association (APhA). She leads, coordinates, and contributes to efforts and initiatives related to transformation of the role of the pharmacist, advancing pharmacists’ patient care services, creation of practice tools and resources, and promoting the pharmacist’s role as a health care provider. Additionally, she administers, directs, coordinates, and participates in the work of the Association related to the APhA Community-based Pharmacy Residency Program initiative and advancement of postgraduate pharmacy residency education and training initiatives. Previously, Groves was population health pharmacist at a pediatric accountable care organization. Prior, she held roles as a clinical and pharmacy practice coordinator at a large grocery-store based community pharmacy chain. Groves has been heavily involved in professional pharmacy organizations for many years.

Groves earned her Master of Science in Pharmacy Administration in 2014 and her PharmD in 2012 at The Ohio State University College of Pharmacy (OSU COP). Additionally, she completed a combined PGY1 and PGY2 pharmacy residency in community-based pharmacy administration at Kroger Pharmacy and OSU COP in 2014. Before her PharmD, Groves earned her Bachelor of Science in Chemistry in 2006 from John Carroll University, Cleveland, Ohio.

Vice President, Federal Government Affairs

Michael leads APhA’s advocacy team and serves as the primary liaison to the U.S. Congress and federal regulatory agencies. Michael worked with multiple presidential Administrations to maximize the utilization of our nation’s pharmacists to provide COVID-19 immunizations, testing, and treating (therapeutics) during a national pandemic under Public Readiness and Emergency Preparedness Act (PREP Act) declarations. Prior to working at APhA, Michael represented over 74 Fortune 100 companies, providing health coverage for 60 million workers, retirees, and their families in 200 countries. Previously, Michael served as Legislative Director to the Chair of the U.S. House Energy and Commerce Oversight Subcommittee and Congressional Mental Health Caucus. Michael has also worked as a registered federal appropriations and issues lobbyist implementing practical solutions on over 30 policy issues for a variety of both nonprofit healthcare providers and clients.

BrianLawson

Brian Lawson, PharmD


Associate Executive Director, Board of Pharmacy Specialties

Brian E. Lawson, PharmD, assumed the role of Associate Executive Director in 2021 after having joined BPS nine years previously as Director, Professional Affairs and subsequently serving as the Senior Director. Dr. Lawson is responsible for developing relationships with the healthcare community to promote the value of BPS board certification. He monitors the professional pharmacy landscape and seeks collaborative relationships in the U.S. and around the globe, and currently serves as the staff liaison to the American Pharmacists Association (APhA) Task Force on Addressing Structural Racism in Pharmacy. Lawson was named the University of North Carolina Eshelman School of Pharmacy inaugural Global Executive in Residence in 2019.

Prior to BPS, he was the Associate Director, Governance for APhA with responsibilities related to the activities of the Board of Trustees, the House of Delegates, policy development, profession-wide awards, and Board elections. In 2008, he was named the first Knowlton Center Executive Resident in Association Management and Leadership at the APhA Foundation and earned his Doctor of Pharmacy degree from West Virginia University. He is a former president of the WVU School of Pharmacy Alumni Association and serves on the School’s Leadership Council as well as the Diversity, Equity, and Inclusion Committee.

Mark A. Pilkington

Mark A. Pilkington, BS, MS


Executive Director, Pharmacy Profiles & Vice President of Credentialing

Mark Pilkington is the Executive Director of Pharmacy Profiles, LLC. A wholly owned subsidiary of APhA, Pharmacy Profiles is a Pharmacy Credentials Verification Organization (CVO) that facilitates the pharmacy personnel credentials marketplace. Providing pharmacy practice credentials to employers, pharmacy networks, and the healthcare payer marketplace is a critical component of payment for pharmacy professional services.

For more than 30 years, Mark served in various senior leadership roles within the pharmacy association, brand and generic Pharma, managed care, and pharmacy wholesaler channels. His roles included advocacy, sales, solution development, and strategy. Most recently, he was Vice President, Managed Care, Pharmacy Benefit Administrative Services for a Fortune 10 company. His team provided creative, innovative solutions, and sales leadership to position community pharmacies for ventures with payers including hospice agencies, employers, unions, associations, and health plans.

Mark received a baccalaureate degree in pharmacy from the University of Illinois at Chicago, College of Pharmacy and earned a Master of Science degree in Pharmacy Administration with an emphasis in Marketing from UIC Graduate School.

Dr. Lawson is responsible for developing relationships with the healthcare community to promote the value of BPS board certification. He monitors the professional pharmacy landscape and seeks collaborative relationships in the U.S. and around the globe, and currently serves as the staff liaison to the American Pharmacists Association (APhA) Task Force on Addressing Structural Racism in Pharmacy. Lawson was named the University of North Carolina Eshelman School of Pharmacy inaugural Global Executive in Residence in 2019.

Prior to BPS, he was the Associate Director, Governance for APhA with responsibilities related to the activities of the Board of Trustees, the House of Delegates, policy development, profession-wide awards, and Board elections. In 2008, he was named the first Knowlton Center Executive Resident in Association Management and Leadership at the APhA Foundation and earned his Doctor of Pharmacy degree from West Virginia University. He is a former president of the WVU School of Pharmacy Alumni Association and serves on the School’s Leadership Council as well as the Diversity, Equity, and Inclusion Committee.

Mark A. Pilkington, BS, MS


Mark Pilkington is the Executive Director of Pharmacy Profiles, LLC. A wholly owned subsidiary of APhA, Pharmacy Profiles is a Pharmacy Credentials Verification Organization (CVO) that facilitates the pharmacy personnel credentials marketplace. Providing pharmacy practice credentials to employers, pharmacy networks, and the healthcare payer marketplace is a critical component of payment for pharmacy professional services.

For more than 30 years, Mark served in various senior leadership roles within the pharmacy association, brand and generic Pharma, managed care, and pharmacy wholesaler channels. His roles included advocacy, sales, solution development, and strategy. Most recently, he was Vice President, Managed Care, Pharmacy Benefit Administrative Services for a Fortune 10 company. His team provided creative, innovative solutions, and sales leadership to position community pharmacies for ventures with payers including hospice agencies, employers, unions, associations, and health plans.

Mark received a baccalaureate degree in pharmacy from the University of Illinois at Chicago, College of Pharmacy and earned a Master of Science degree in Pharmacy Administration with an emphasis in Marketing from UIC Graduate School.

Benjamin Bluml is the Executive Director and Senior Vice President for Research & Innovation at the American Pharmacists Association (APhA) Foundation. Along with his 28-plus years as the principal architect for the clinical and technology models in the Foundation’s patient care programs and 12 years of pharmacy practice experience, Bluml is the author of numerous innovative health care software applications and professional journal publications related to his work on collaborative practice, health information technology, inter-disciplinary patient care, and quality improvement. He works with pharmacists, physicians, payers, technology companies, research and public health organizations across the United States to design and implement innovative patient-centered, team-based care programs and health care service delivery systems.

Bluml received his Pharmacy Degree from the University of Missouri Kansas City School of Pharmacy. His professional passion is improving people's lives by optimizing the way health care is delivered. He focuses system change efforts on empowering patients, increasing collaboration, enhancing patient safety, improving outcomes, and reducing total costs for care. Bluml believes that the best way to improve health care is to put patients first, properly align incentives, optimize medication use, increase communication, and to effectively and securely exchange health information.
